The Council is the Board of the Institute. The Council is primarily responsible for governing the organisation and to oversee the management of the organisation. In carrying out its governance functions, the Council has six principal functions, namely, policymaking, planning & budgeting, monitoring & supervision, ensuring accountability, fund-raising, and promotion & community relations.

The council consists of council members and they include the President, the Executive Vice President, the Honorary Secretary, the Honorary Treasurer, the heads of each of the committees of the council (designated as Chairman / Chairperson) and other members in each of the committees (designated as Co-Chairs) by election. These are officers. All positions are unpaid and voluntary. Incumbent for each position is first nominated then voted into the office.
